Is it necessary to hang a taweez with a dua around the neck? What is the translation?

I was reading your fatwa (ID: 23059 on miscellaneous dua supplications). You have given the following dua بسم الله الرحمن الرحيم :الَّذِينَ آمَنُواْ وَتَطْمَئِنُّ قُلُوبُهُم بِذِكْرِ اللّهِ أَلاَ بِذِكْرِ اللّهِ تَطْمَئِنُّ الْقُلُوبُ ، وَرَبَطْنَا عَلَى قُلُوبِهِمْ ، لَوْلَا أَن رَّبَطْنَا عَلَى قَلْبِهَا لِتَكُونَ مِنَ الْمُؤْمِنِينَ ، وَلِيَرْبِطَ عَلَى قُلُوبِكُمْ. to a lady for curing severe breathing problem. 1) IS it necessary to put it in a taweez and hang it aorund the neck or is it sufficcient to just recite only. 2) Note that i am a male, and would like to know if there would be slight changes to the dua as mentioned. 3) Could you please also indicate the translation of this dua in english language.
