Is it a biddat to organise Qurankhani in newly constructed home on entrence.

It is not proved to do Quran Khawani on the construction of new home. You should get any pious man to offer two rakah nafl salah and make dua, it is enough. You yourself should keep on reciting the holy Quran, offering nafl and reading tasbih in the house for blessing and prosperity. Do not go for prevalent Quran Khawani custom.
