Answer

(Fatwa: 628/527/B=1432)

Pronouncing is necessary for talaq to take place i.e. talaq will take place only when the words of talaq are pronounced with tongue in a way that it is heard by him or someone else, talaq will not take place by thinking in heart. Similarly, talaq will not take place by moving lips without pronouncing.
