Can a Muslim in a non-Muslim land take justice into their own hands for a relative’s murder?

assalam o alikum In islam when somebody murders the relatives of person murdered can kill the murderer in response after having verdict from court. But if a person is staying in a non muslim land where he cannot get justice for a relative murder can he kill the murederer himself without going to the court or leave the matter to Allah (swt).

(Fatwa: 193/189=J)

Having got court verdict the guardian (or relatives) have right whether to kill or pardon the murderer, but at places where no Sharai law is in effect one cannot kill on his own, only the Ameerul Momineen (a Muslim Head of state) has this right: فیشترط الامام لاستیفاء الحدود (محمودیہ: 14/79)
