I would like to know that is it true that by reading bismillah 786 times and making a dua then that dua will come true/be accepted.?

This practice is reported by our elders and dua is accepted. Moreover, if it is blown on water after reciting in the said numbers and given to drink, he or she shall be cured. It will increase love between spouses. It is very elixir for many things.
