Is it permissible in Islamic law to purchase a certificate without taking an exam?

mere ek dost ne, paise dekar certificate banai hai,hala ke usne uska koi imtihan nahi diya. kya yeh jayaz hai… aur kya iske balbute par jo job lagta hai, uski kamaii halal hai ya haraam. lekin woh apne kaam main mahir hai.

(Fatwa: 10/10/L=1431)

Obtaining certificate without appearing in examination is unlawful, but his income will not be regarded haram if he gets a job on its basis provided he is fit for the job.
