After urain few drops fall out within 10-15 minutes, can i use tissue paper at place of urain, and then washing with water is sufficient for purity or gusal neseccary? if mazi come out (not mani) is neseccary to wash that part of cloth or gusal neseccary?

Yes, one can use tissue paper. And for more purity, it is sufficient to wash it by water; there is no need for ghusl.
(2) The ghusl does not become necessary in case of mazi (pre-seminal fluid), it is sufficient to wash the part which is polluted by mazi.
