Is it permissible to do wudu with wet hands over socks instead of washing feet?

Assalamualaikum, I work in a Multinational company, where the toilets are sophisticated and dry, there is no place to wash my foot during Wadhu(Ablution) so i wash my foot in wash basin raising my foot, I have two questions regarding this; 1) As i wear shoe socks, i wash my right foot and wipe it with toilet paper and wear shoe socks and then i do the same with other foot, is this correct? my wadhu is valid? 2) Is doing massah above the socks instead of washing the foot completely is permissible? i.e., run wet hands over the socks, is the wadhu valid? Jazakallahu khair.

Answer

(Fatwa: 1432/1143=L=1430)

You can wash feet as per the way you mentioned.

(2) It is unlawful to perform masah over the socks if they are not made of leather, and if masah over such socks the wudhu will not be valid.
