Is it haram for a woman to be without dupatta in her own house?

It is not sin if sometimes dupatta slips from the head of a woman in the house. However, it is haram if dupatta is worn in front of strange people. It is wajib for women to cover the hair of their head, i.e. it should not be exposed in front of a strange man. If there is no dupatta in front of her husband or her young children then there is no harm.
