Q. It is very common in our area that those, who offer sacrifice at the occasion of ‘Eidul-Azha’, distribute the meat in three portions. One, they keep for their family and second is given to their relatives and third to any Madrasah. The Madrasa people accumulate all the meats and hand out to those who did qurbani and those who didn’t; while none of them is considered faqeer (needy). Now let me know if we can keep the third portion for ourselves but it is extra we don’t need it. If we give it to any madrasah, it will be given to those who are not considered as faqeer (needy). In this case what we should do now? Is it allowed to give one third to any Madrasa?

The answer to your question is as follows:
To divide qurbani meat into three portion, as mentioned in the question, is mustahab (recommended), and not necessary. The person can keep more than two third to consume or to give to his relatives if he needs. You stated that ‘those who didn’t do qurbani’ denotes that there must be some faqeers (who were not able to do qurani). ‘Faqeer’ doesn’t mean that they are faqeer in term, but needy persons also come in category of faqeer. Though the faqeer in term is preferable.
