If a baby is born on Wednesday at 11pm. Then the aqeeqa has to take place on the 7th day. So when will the 7th day be. Is it next tuesday or does a person have time till 11pm of next wednesday since technically that is when the 7th day will end?

According to our Darul Ifta, the exact time of the birth will be considered when working out the time of ‘Aqeeqah.
In your scenario, the 7th day in regards to ‘Aqeeqah will terminate at 11pm on Wednesday. So in answer to your query, yes, the person will have time until 11pm on Wednesday to do the ‘Aqeeqah . The person should hence arrange for the ‘Aqeeqah to be done on that next Wednesday before 11pm.
