Answer

In the name of Allah, Most Gracious, Most Merciful

Assalaamu `alaykum waRahmatullahi Wabarakatoh

If a person uses a nasal spray, his or fast will become nullified. The reason for this is because there is a passage from the nasal cavity into the cranial vault leading to the brain; therefore, passage of any medicine or other elements into such an area will render the fast nullified.

( باب ما يفسد الصوم ) ويوجب القضاء ( من غير كفارة ) لقصور معناه العذر وهو سبعة وخمسون شيئا تقريبا وهي( أو احتقن أو استعط ) الرواية بالفتح فيهما الحقنة صب الدواء في الدبر والسعود صبه في الأنف والسعوط بضم السين الفعل وبفتحها ما يتسعط به قوله : صبه أي الدواء في الأنف هذا معناه لغة والحكم لا يخص صب الدواء بل لو استنشق الماء فوصل إلى دماغه أفطر أفاده السيد   ( المراقي الفلاح مع حاشية الطحطاوي  ص 672 العلمية)

We would recommend that you speak to your doctor and consult with him to see if it would be possible for you to apply the same medication by means of a cotton swab to the inner lining of the nose. In this manner, the medication will not traverse beyond the nasal tissue. This is an area that the medication can be applied without it breaking your fast and this is the area that a person rinses during wudu.
