It is permissible for Muslim women to give their dresses to non-Mahram male tailors for measurements. It is not permissible to be measured physically by a non-Mahram.
A woman should give the dress to a Mahram to pass onto the tailor. If this is not possible, then the dress should be given without any unnecessary idle talk which includes friendly behaviour usually done with the intention of getting a cheaper quote or so it is made quicker. The verse you mentioned is a Qur’aan Aayah:
“O wives of the Prophet! You are not like other women. If you keep your duty (to Allaah), then be not soft in speech, lest he in whose heart is a disease (of hypocrisy, or evil desire for adultery) should be moved with desire, but speak in an honourable manner” (Surah Al-Ahzaab, verse 32)
It is not permissible for women to behave in such a manner to a non-Mahram.
