Answer:

 

It is not permissible for a female to cut her hair in a manner which resembles males or Kuffar women (fashions which are in vogue today).  Therefore the Ulamaa have stipulated that if the length of the hair of a female exceeds half her back then it will be permissible for her to trim or cut her hair till it reaches the length of half her back.
