Can we throw out pens or pencils?

Answer:
In the Name of Allah, Most Gracious, Most Merciful

Walaikum assalam wa rahmatullah,

I pray that you are well, and in the best of health and spirits. May Allah grant you all good in this life and the next.

It is not specifically legally disliked in throwing out writing instruments, though some of those of high propriety prefer to bury them, or to wrap them in something and throw them apart from other dirty garbage.

And Allah alone gives success.
