If the shayateen are chained up this month then why do we continue to receive bad thoughts?

Walaikum assalam wa rahmatullah,

The scholars mention that it may refer to some or all Shaytans; to them being completely chained down or partially. Other distractions remain, though weakened: one’s lower urges, caprice, and worldly desires.
