They have a child girl of 9 years old, who has got more right on the child father or mother? Does the father have the right to demand for the child?

(Fatwa: 455/455/M=1433)
The mother is responsible for the nourishment of daughter upto 9 years of age while the expenses shall be born by the father. After 9 years, the father can take the daughter in her custody.
