I want to ask you about the sunnat-e-muakkidah. Can sunnat-e-muakkidah of Zuhr and Fajr be offered before azan if time of Zuhr/Fajr has started? And in case of emergency can we offer 2 rakah sunnat-e-muakkidah of Zuhr before fardh?

One may offer the sunnah of Fajr and Zuhr after beginning of the time even before azan but it is not right to offer the two rakah sunnah muakkadah of post-Zuhr before fardh in emergency. If offered it shall be nafl. It shall be necessary to offer two rakah sunnah muakkadah after fardh again.
