Question

Can a person obtain a vaccination certificate to show proof before performing Hajj or Umrah without actually having had one?

Answer

In the Name of Allah, the Merciful and Compassionate

I hope you’re doing well, insha’Allah.

This would not be permitted. Being true and trustworthy is a foundational virtue of being a true believer. The Messenger of Allah (peace & blessings be upon him)was known as “The True and Trustworthy” (al-sadiq al-amin) even before Revelation.

The Beloved Messenger of Allah (peace & blessings be upon him & his folk) said, “There is no faith in one who isn’t trustworthy, and no religion in one who doesn’t uphold commitments.”

He is also reported to have said, “The believer may have any  traits–except deception and lying.” [Bazzar; Tabarani; others (with some weakness)]

We have also been commanded to obey the laws of the land and to fulfill our covenants and commitments.
