Does nikah have to be conducted by a muslim to fulfil sharia requirements or does a civil registry by non-muslim fulfil Islamic requirements?

The Nikah would be correct if the proposal and acceptance are uttered in the presence of two Muslim, sane, adult, male witnesses.

However, it is Sunnah to have the Nikah performed in the Musjid in the presence of a gathering of Muslims.
