In our family and friends, there are some poor but maintaining their living standard like normal families, by putting children in a private English school, living in a high rent house, etc,. But we know that they are suffering. Can I give zakat to them ?

Being in trouble is not enough for the eligibility of zakah. If he does not have cash, jewelry, business goods as well as extra goods than his necessities of life equal to nisab and he is not from the Sayyid family and he is not owner of wealth equal to nisab then you may give him your zakah otherwise not.
