Can I give zakah to sister with gold < Rs 1 lac but no cash, who reached nisab?

My question is regarding zakah. My sister’s husband was suffering from lungs cancer from last 6 months and he passed away few days back His business also got failed due to which he became karazdaar. My sister is having 4 kids who are studying in convent schools with handsome amount of school fees. My question is: (1) Can I help my sister by giving her zakah amount?
(2) Her wealth position is she doesn’t have any cash amount with her; but has gold of only less than Rs 1 lac.
(3) Does she reaching the value of nisab>
(4) If I can’t give zakah to her is there any other way to help her with my zakah amount? Kindly do the needful.

(Fatwa: 1376/1280/H=12/1438)

(1, 2, 3) When your sister has jewelries equal to the value of one lakh rupees then she is sahib-e-nisab thus it is not lawful to give her zakah.

(4) Ask your sister to sell all the jewelries and spend on her children and when the amount is finished or remains less than nisab then you may give your zakah to your sister.
