Does Shariah exempt mentally ill men from mandatory nikah if they work regularly?

Is nikah mandatory for man suffering from mental illness (depression, anxiety, social phobia) and going to work regularly? Does Shariah provide exception for such person?

(Fatwa: 1352/1338/L=11/1438)

In common situations, it is sunnah for each one whether he is fully healthy. If the said person is suffering from mental illness and it is feared that he cannot maintain the marital rights then it is not necessary to get him married.
