If the place of wudu is crowded and one fears that waiting for it the crowd to clear up will cause the prayer time to expire, is it permissible to perform tayammum?

Answer:
In the Name of Allah, Most Gracious, Most Merciful

If one is unable to perform their ablution because of an over-crowded area and he knows that his turn will not come until the prayer time has expired, then it is obligatory for him to perform tayammum and pray with that. He need not repeat the prayer as Ibn Qasim said on the authority of Ramli. See al-Shirwani (1/326).
