Can short beard person with pants over ankle lead salaat and Jumma ?

Can a really short beard person with pants not over his ankle say Jumma khutbah and lead the namaz (Salaat)?
To trim the beard is also one of the major sins. Similarly, letting the trousers go below one’s ankle is also a major sin. Whoever is committing both of these sins he is a ‘fasiq’. To have the ‘fasiq’ lead the prayer is not right unless there is no other choice but that.
