Planting tree / flower on Qabar

I want to know that is going on qabar and putting flower and planting a tree on them is jayaz or not I see many people in india they do it.
Scholars have barred people from placing flowers on the graves because this is a futile thing to do. However, tombstone or some kind of writing can be placed on the grave and its been allowed.
