In the text of hidaya when it says….the pronoun is referring to the mash, which means that if someone has already done mash on their socks and then takes them off then in this case he/she would have to just wash the feet (because taking them off causes the impurity to penetrate into the area that was blocked before.) however, in the question above the person still has the pure ablution and has not done mash on his socks, so, just by taking off the socks he doesn’t have to wash his feet.
