Question: would standing under a tap and letting the water flow over the body be a valid ghusl like the outdoor garden tap built into the wall or is this classed as stagnant water?
I ask as this is something my friend wants to know as its flowing water would standing under the tap be the same as like standing under a shower head ?

Yes, standing under the tap would be akin to standing under a shower head.
Flowing water is that which is normally considered to be flowing. And water which comes out of a tap is clearly flowing.
It would be a valid ritual bath (ghusl) if you washed your entire body.
