Old woman going with a group of ladies for hajj

Q: My sister in law is over 60 and got accredited for hajj this year. She does not have a mahram. She was supposed to go with her brother but his name didn’t come out. She was advised to go with a group of ladies for hajj. Is it advisable and should she go with the group of ladies?
