Becoming an internet service provider

Q: My brother would like to start a business as an ISP (Internet service provider) He will be basically providing Internet to the users in his local area. Few people told us its haram because there will be some customers who may be surfing haram porn sites etc so you will get gunaah. Some people are telling us its halal because your intention is not bad. Can you throw some light on this topic? Is it haram or halaal?
