Can a man who declared someone as his sister marry her?

Answered as per Hanafi Fiqh by Jamia Binoria
My name is Shagufta. I am from Lakhnaw and. A man said to me, “God is my witness, you are my sister.” Now he wants to marry me. He is 10 years younger than me. What is the ruling for this as per Shari’ah? First he made me his sister and now he wants to marry me. Please guide.

Verbally claiming someone as a sister doesn’t make her one’s actual sister. In fact, she will still not be a relative of the one who made such claim. For this reason, if the questioner and the mentioned person want to get married to each other, then with the approval and permission of their guardians, their marriage will be valid.
