Giving extra discounts to card holders. Is it ok?

What does the scholars of Islam have to say regarding the following situation?
لوٹ لے ڈاٹ is a service provider institute which provides information and different services to their buyers for purchasing all their necessities of life. Business owners registered with لوٹ لے ڈاٹ gives extra discounts to لوٹ لے ڈاٹ card holders and, on the other hand, لوٹ لے ڈاٹ increases the sales of these registered business owners by promoting them through advertising their business. Whenever we advertise a business to promote it and send buyers a business owner, in exchange for this, the business owner gives the buyer a discount of 5-10%. This discount is only for لوٹ لے ڈاٹ card holders. The business owners has also agreed to this. This will be carried out full time for which an office will be made. The expenses of advertising will be fulfilled through fees taken for the لوٹ لے ڈاٹ card. The cost of a card valid for 6 months is Rs.3000, and for one year, Rs.5000. Is this procedure permissible? If there is any fault in this procedure, then please inform of a permissible alternative.

If the procedure of the questioner’s work is in actuality what is written in the above given details, then this is a form of brokery, which is permissible on the condition that no extra charges are taken from the costumers as fees, and anything disapproved of by the Shari’ah is not included.
