What is the Fatwa on committing electricity fraud by tampering with the meter so that the reading is lower than the usage?

Answer:
Electricity fraud and tampering with the meter is a form of theft and deception and is therefore prohibited.
قال الله تعالى: إن الله يأمركم أن تؤدوا الأمانات إلى أهلها. وقال تعالى: يا أيها الذين آمنوا لا تأكلوا أموالكم بينكم بالباطل، الآية. وقال تعالى: وأوفوا بالعهد. وراجع خير الفتاوى (٦/٧٢٦) ومحمود الفتاوى (٦/٥٦٣)۔
