Is the following a Hadith or or it is simply a saying:

I have not come across this as a Hadith. This seems to be an Arabic proverb.
Translation
A person judges [others] by his own [values and thoughts]. i.e. How one thinks of others is a reflection of his own internal state.
And Allah Ta’ala Knows best.
