My father in law is on a permanent catheter now , (he is able to do wudu), can he read from his mushaf or recite the Quran in arabic.
Yes, this is permissible. Herein, the permanent catheter would be seen as an organ, an extension of the body. Therefore, one with a permanent catheter is able to retain their wudhu, thus permitting recitation and touching the mushaf.

وَنَجَاسَةُ بَاطِنِهِ فِي مَعْدِنِهَا فَلَا يَظْهَرُ حُكْمُهَا كَنَجَاسَةِ بَاطِنِ الْمُصَلِّي، كَمَا لَوْ صَلَّى حَامِلًا بَيْضَةً مَذِرَةٍ صَارَ مُحُّهَا دَمًا جَازَ لِأَنَّهُ فِي مَعْدِنِهِ، وَالشَّيْءُ مَا دَامَ فِي مَعْدِنِهِ لَا يُعْطَى لَهُ حُكْمُ النَّجَاسَةِ، بِخِلَافِ مَا لَوْ حَمَلَ قَارُورَةً مَضْمُومَةً فِيهَا بَوْلٌ فَلَا تَجُوزُ صَلَاتُهُ لِأَنَّهُ فِي غَيْرِ مَعْدِنِهِ كَمَا فِي الْبَحْرِ عَنْ الْمُحِيطِ»
