Question:

If a parent during their health said to their son take this money and when a certain project starts, donate it to that project. Then the parent dies and this project has not yet started. Does this become part of their wasiyyat?

In the name of Allah, the Most Gracious, the Most Merciful

Answer

For something to be considered as a part of wasiyyat it should have to have been stated whilst discussing waiyyat or it should be explicitly stated that this is my wasiyyat or do this after my death.1

In the case stated in your question, the conditions for wasiyyat are not found, thus it will not be classified as such.
