Question

Are lip tattoos haram even though they are not permanent?

In the name of Allah, the Most Gracious, the Most Merciful

Answer:

Tattooing is prohibited in Islam. It is narrated by Ibn Umar RA that Allah’s Messenger SAW said,

“Allah has cursed such a lady who lengthens (her or someone else’s) hair artificially or gets it lengthened, and also a lady who tattoos (herself or someone else) or gets herself tattooed.

So, tattoos on any part of the body even if they are not permanent are prohibited in Islam as it comes under the same heading of tattooing.
