Answered as per Hanafi Fiqh by DarulIftaBirmingham

Question

Can the English Quran be read without performing wudhu?

بِسْمِ اللهِ الرَّحْمنِ الرَّحِيْم

In the name of Allah, the Most Gracious, the Most Merciful

Answer:

If the words of the Quran are more than that of the Tafseer, then it will not be permissible to touch the Tafseer book without wudhu; otherwise, it will be permissible as long as one does not touch the words of the Quran.”

So in regards to the question asked, if it is just the translation of the Quran then it will not be permissible to read without wudhu.[1]
