Can the money collected for one mosque be used for another mosque’s construction due to a dispute?

There was not a mosque in our Mohalla and some of respected people (without forming a committee) decided to build a mosque and started collecting contribution from people. One place was decided to purchase and while registering the purchase deed one among the persons deliberately made provision of his name and his heirs (after his death) as mutawalli in the deed without the consent of other persons. Due to this reason other persons left him. Now the person who got registered the land in his name, started construction work. Some of the contribution collected is with other persons and they do not want to give the money for that construction and give the money for other mosque repair work situated in the same town. My question is that the money kept separate for construction of a mosque later may be used for construction of another mosque due to some dispute? The person who got registered the land in his name does not require support from other persons and capable of build Masjid.

(Fatwa: 538/436/D=1433)

It is necessary to use the donation for the mosque for which it was collected. It is not lawful to use it in any other mosque:
فى الدر مع الرد مراعاة غرض الواقفين واجبة.
Hence in the question mentioned, it is not right to use the money in the construction of any other mosque.
