If the abovementioned case is right and the husband of your niece given three talaqs to her, then the three talaqs took place and she became haram (forbidden) for her husband. Now, they can not rejoin except after a valid halalah:
قال تعالی: فان طلقھا فلا تحل لہ من بعد حتی تنکح زوجاً غیرہ
