1.power theft is halal or haram 2.if aperson do umrah first then haj is wajib upon him or not

(Fatwa: 178/162=B/1429)
(1) Power theft is haram.
(2) If anyone performs umrah in the months of hajj i.e. Shawwal, Dhul Qadah and Dhul Hijjah, hajj will be fardh (obligatory) on him. So, if anyone performs umrah in these months he should perform hajj as well, but if has already performed his obligatory hajj then he is not required to perform it again.
