Is it halal to buy two laptops and submit an invoice for 55000 for one laptop?

I work in an organization which provides for reimbursement of amount incurred on the purchase of laptop of maximum Rs 55000. What our colleagues do they buy laptop of Rs 40000 and pocket 15000 themselves .The company policy also provides that if you purchase laptop of Rs 35000, you can claim 20000 later on by submitting invoice that the amount is incurred for repair or maintenance. From my point of view this is halal as it is the amount which the company wants to give us to spend on laptop. Now it depends on us whether to spend the whole amount or keep the balance with us. Am I right? Further, if I incur the whole 55000 and instead of buying one laptop I buy two and submit invoice as 55000 on purchase of one laptop, will this be halal?

When your company policy provides this much facility then you may buy a laptop in less than 55000, and after producing the bill later you can take the remaining amount. Likewise you can buy two laptops in the same amount. But you will have to produce the bill of two laptops otherwise it shall not be lawful to tell a lie and produce the bill of single laptop. Or do not write the number of laptops at the time of producing the bill.
