Is it compulsory to wash the area under chin during wudhu? If masah of head is done without taking fresh water although it is done by wet hands as water remains then is there any harm on performed wudhu?

Yes, it is necessary to wash the area under chin during wudhu. If one did masah without taking fresh water then too masah was valid.
