My question is can I kiss the hand of Ameer Jamat or any other syed Maualana or any highly respected sufi only for respect.?

One should not kiss the hand of any aalim, ameer jamat or buzurg out of respect. Yes, if anyone kisses it out of extreme love it may be allowable; this will not be termed as unlawful.
