The scholars of Fiqh have written that it is mustahab (desirable) to circumcise a child from seven to twelve year of his age. However, circumcision is allowed before this as well:
وفی الفتاوی الھندیۃ: ابتداء الوقت المستحب للختان من سبع سنين الی اثني عشر سنة هو المختار (5/357)
