Fast will not be broken if gum or tooth bleeds. You can keep fast in that condition. The fast will not be affected due to bleeding. Please, explain if the blood comes out and reaches to throat. Wudhu is broken when blood comes out of its place. If the blood is in very small quantity (and does not flow from its place) the wudhu will not be broken, you can offer salah and tarawih with that wudhu.

If the tooth is continually bleeding and you are unable to find so much time in which you can make wudhu and perform salah without bleeding, or gums are bleeding in such a way that cannot be stopped reaching to throat, then the ruling will change and you should explain it asking the question again.
