One bagger puton riksha a poudspeaker and bagging. We give him money that is right or wrong?

They are professional beggars and some are very rich, i.e. they are not eligible to receive zakah money. Those who pay 300 hundred rupees daily for their rickshaw rent, can they not arrange one hundred rupee for their food. One should take care giving zakah money to such beggars. Yes, if you want to help them from Imdad money you can do so.
