If someone in very great and desperate need of money leaves a country while taking loan from that country (bank loan, no interest) and moves to another country with the intention of repaying one day when he is capable of repaying it or with the intention of giving it in charity, is this permissible?

It is allowed. But it is not allowed to give it in charity until he is able to pay to the original owner or bank (who credited). It is necessary to pay to one who gave you the loan.
