Is the lottery system jayaz (allowed /reasonable) in islam..For example, a person says to a group of 10 people that you submit 500 rupees pe rmonth to me and at the end of every month , he will raise a bid (I mean boli lgayega), and the person who speaks the lowest bid /rate then he can collect the total amont of lottery?

If some people submit a fixed amount and give it to a person after raising a bid, likewise repeat it the next month and give the amount to another person, then it is allowable. But, if they give it to the person who speaks the lowest bid, it will be gambling and this has been prohibited in the Quran; therefore the lottery system mentioned in the question is haram.
