Is the retired person legally allowed to run a medical clinic without a degree or registration?

A person who has no registration or degree of medical but he is running his clinic without any fear. He is retired from his duty as well as gets pension. Does he have rights for running the medical clinic?

Answer:

(Fatwa: 1224/1224/M=1432)

If running a clinic without a medical degree is a illegal, then it is not right to go against the law and endanger one’s life and wealth.
